The design-build delivery model in pool construction is recognized by the Association of Pool & Spa Professionals (APSP), now operating as the Pool & Hot Tub Alliance (PHTA), which publishes standards including ANSI/APSP/ICC-5 for residential in-ground pools. Under that standard, structural and hydraulic parameters must meet defined minimums regardless of whether design and construction come from one firm or two.

How it works
A design-build pool engagement moves through three broad phases: planning, construction, and close-out.
Planning phase. The installer-designer conducts a site assessment and planning visit to evaluate soil bearing capacity, drainage gradients, utility easements, and local zoning setbacks. From that data, the designer produces a schematic — typically including shell dimensions, depth profiles, equipment pad placement, and deck layout. Construction phase. After permit issuance, work proceeds in a sequenced order governed partly by inspection hold-points. Sloped or constrained sites. Properties with significant grade changes, limited access corridors, or proximity to structures require engineering solutions that a design-only firm may not coordinate efficiently with a separate installer. Decision boundaries
Design-build versus separate design and bid. The design-build model reduces coordination risk and compresses timelines, but it limits competitive bidding on construction costs. When a pool project involves straightforward geometry on a flat, accessible lot — particularly vinyl liner or standard fiberglass shell installations — a two-party model with competitive construction bids may produce better cost outcomes.
